Hertfordshire Progressive Synagogue

Leadership & Governance

Transparent, Democratic, and Member-Led Stewardship

Hertfordshire Progressive Synagogue (HPS) is a registered charity governed democratically by its members. Our Board of Trustees (Council) provides strategic oversight, financial accountability, and governance, ensuring our combined community operates smoothly, ethically, and in accordance with our Progressive Jewish values.

Our Governance Structure

The governance of HPS reflects the equal partnership of our founding synagogues, Radlett Reform Synagogue and The Liberal Synagogue Elstree. Our transition leadership brings together experienced trustees from both heritage councils to guide our merged congregation into its next chapter.

  • The Board of Trustees (Council): Elected by our membership at the Annual General Meeting (AGM), the Council is responsible for long-term vision, legal compliance, policy-making, and financial oversight.
  • Democratic Representation: Every adult member of HPS has a voice and a vote. The AGM serves as our primary decision-making body for approving annual accounts, electing trustees, and voting on constitutional matters.
  • Rabbinic & Lay Partnership: Our rabbis and professional staff work in close collaboration with the Council, blending spiritual leadership with executive stewardship.

Key Committees & Working Groups

To manage day-to-day operational areas effectively, the Council delegates specific responsibilities to specialized committees made up of trustees, professionals, and member volunteers:

  • Finance & Operations: Manages budgeting, financial reporting, risk assessment, and premises maintenance across our sites.
  • Ritual & Religious Life: Works with the rabbinic team to coordinate service schedules, festival planning, and liturgical policy.
  • Education & Youth: Supports our Sunday morning primary school, B'Mitzvah training, and youth movement activities.
  • Pastoral & Community Support: Oversees visiting networks, bereavement care, and member welfare initiatives.
  • Merger Implementation: Coordinates the logistical, operational, and cultural integration of our two legacy communities.

National Affiliations & Compliance

Hertfordshire Progressive Synagogue complies fully with UK charity law and regulations set out by the Charity Commission. We are proud members of national Jewish bodies:

  • The Movement for Progressive Judaism: Affiliated nationally, giving our members access to national youth movements (RSY-Netzer and LJY-Netzer), the Progressive Beit Din, and central lifecycle support.
  • The Board of Deputies of British Jews: Represented by elected HPS deputies who advocate for our community within wider UK civic and Jewish life.

Governance Documents & Contact

We believe in complete openness and financial transparency. Members may request copies of our constitution, recent AGM minutes, and annual audited accounts at any time through the synagogue office.
